When looking for a temporary health insurance in Delaware, or in any other state for that matter, what you need to know about is that it will not give coverage to any pre-existing condition. A pre-existing condition is any health condition that you have acquired 36 days before applying for the health insurance. Most of the time, private health insurance companies will have a pre-existing condition exclusion that can’t be shorter than 18 months. This is the period of time wherein the health insurance policy will not provide any coverage to any medical cost related to your pre-existing condition. COBRA and State Continuation Coverage

For people employed in a company with less than 20 employees, they can still choose to retain their group health insurance policy through State Continuation Coverage of Delaware.


If the employee had been dismissed from work due to valid reasons (involuntary and voluntary dismissal), he has 60 days to request the retention of his group health insurance plan. This will not only provide temporary health insurance for the employee alone, but also to the employee’s dependents.


If a spouse is no longer eligible for coverage due to a change in dependent status (legal separation or death of the primary health insurance policy holder), he or she can elect COBRA to retain the group health insurance coverage for a certain period of time.


If a newly graduate is no longer eligible for coverage for reasons stated in the terms of the health insurance policy, he can elect COBRA to have temporary health insurance coverage while still in search of an employer which provides group health insurance plan.


The benefit of retaining coverage from a group health insurance plan through COBRA is that all health coverage included in the health insurance plan will also be retained. This includes coverage to any pre-existing condition. But the person will have to pay for the full premium of the health insurance plan rather than just a fraction of it, as in the case with group health insurance plan provided by an employer.


Delaware Healthy Children Program


Electing COBRA to retain health coverage from a previous group health insurance plan may not be a feasible option for some people with limited income. The Delaware Healthy Children Program allows children and pregnant women to have health coverage for a very minimal cost. A child from a family whose total household income is between 150 and 200 percent of the federal poverty level or FPL can get health insurance through the Delaware Healthy Children Program.

The coverage that the Delaware Healthy Children Program provides include hospital care, doctor’s office visits, mental health services, immunizations, preventive health care, and vision services. A pregnant woman, on the other hand, can be covered for pre-natal and post-natal care and also the medical cost of the actual labor. This has a low premium and has no copayments. The child or pregnant woman needs to be a resident of Delaware to be eligible for the Delaware Healthy Children Program.
